In SL 360 I am experiencing the audio from all layers playing at the same time when a slide is revisited and when a learner selects "Submit" without selecting an answer for a quiz question.
It looks like Steve has popped in to help you out here and shared the known workaround.
I just wanted to assure you that this issue is on our radar and I'm adding this conversation to the report so that we can pop back in and update you when we can.

Yes, I encountered this issue with the December releases of Storyline 360. I reported it to Articulate Support (Case # 01644695).
The temporary solution suggested is to add a Play Media when the timeline starts trigger on both Correct/Incorrect layer.

Great news! We just released another update for Articulate 360, and included a few important fixes that you'll see in the release notes here.
The item you'll be interested in is:
Fixed: Audio tracks from multiple layers could play simultaneously, even when the layers weren't open.
Just launch the Articulate 360 desktop app on your computer and click the Update button for Storyline 360. Details here.
