A sorting hat: Branching with Question Banks

I am creating a compliance training that some will be taking for the first and others will have taken training on the same topic countless times. I am wanting to honor the learner and allow learners to move past sections they already know and refresh on sections they do not know as well. The idea is to give the learner 3 questions per target, and if they get 2/3 correct they skip that target's training.

I plan on using Question Banks to hold more than 3 questions per target. And then having the bank distribute those questions at random to learners.

Questions:

• Do I need to create one question bank per target? and
• How do I make Storyline push the user to their learning path?
