That message typically suggests that either the web browser is unable to load the Flash file (story_content/data.swf) from Storyline's published output or it might be missing.
Which browsers are you viewing the content in? Also, would you mind sharing the .story file with us so we can try to replicate the behavior? Need to keep it private? No problem! Just use this upload link.
