AICC course not bookmarking on LMS with cross domain content hosting

I have uploaded the course to the content server using the relay.php code provide in this thread. The LMS team (another domain) manually entered the link to the relay.php file in the LMS. The content displays correctly but bookmarking will not function. when I tested it in SCORM Cloud the bookmarking would work until the course was marked "Complete". Unfortunately this seemed to happen randomly (I have an assessment in the course and the completion is set to "complete/incomplete" based on the results BUT my course keeps getting marked "Complete" and "Failed" in SCORM Cloud for no apparent reason.) If the user goes through the Assessment then the course is marked "complete" and "passed" in both the LMS and SCORM Cloud

Could the fact that the content server does NOT have Federated Single Sign On be blocking the bookmarking connection to the LMS? I came across some other forum posts discussing failed bookmarking due to extra "/n/r" characters in the AICC JavaScript. Has this issue been addressed?
