Alignment issues

I have a button set with a hover state which, when hovered over, will introduce a textbox at the bottom of the screen (text is contained within a box fit to the width of the slide). The hover works just fine when tested in "edit states", but when I go to preview and even publish, the textbox ends up appearing in random places on the slide (not at the bottom as desired and set). 

With some investigation, I tried to align using the align tool, and when I, for example, set to "align to bottom" the text box ends up completely off the slide screen! Apparently, the dimensions or set slide area is skewed somehow and the button has no concept of the slide's actual area.

Does anyone know how to fix this? I have no idea when other method I could use or how to work around this flaw. 

P.s. All of my buttons, when set with the alignment tool, are set to "align to slide".

The story file is attached. If you Click on tabs A,B, and C, you will find a series of "link" buttons. The "link" buttons have been set with a hover that should pop up exactly on the bottom of the screen, but you will see that it does not work for the majority of them. If you try to align the text box that I set to pop up on hover, it will completely go off the screen. Let me know if you can figure out what is going on!

I have had them all perfect numerous times and they still end up moving once the file is published. If you attempt to "align" the objects, you will see that the area is completely off. Align to bottom will not align them to the bottom of the slide, but rather off the slide completely. I am well aware how to position them correctly, that is not the issue.

The buttons that had the hover incorrect, were all initially perfectly set where they were supposed to be, but they seem to eventually move. What you saw, where the hover text box was not in the correct position, were all done on its own, I had them positioned correctly, had previewed it, and then this is what transpired for some reason.
