The Survey questions are the only ones that have a "require" setting in the Form View. If you want to allow them to skip a graded question, you could just remove the Submit button from that slide and allow them to advance to the next slide.
If they do not answer a question, the correct/incorrect feedback would not appear. They would need to answer and submit to use the feedback layers.
If you wanted to make a custom layer appear if they skip the question, you could add a trigger to show this layer when they click next button on condition that none of the buttons are selected.
