My story file contains an optional (scene) to help instruct users to perform a certain task, but it is optional. I published the story file out to SCORM 1.2, but when my end-users take this WBT on my LMS, they must go through the alternative scene to get the option to electronically signoff on taking this module in the LMS.

Hi Ronald, are you determining completion based on the number of slides viewed? If yes, you might want to reduce the number required. If there are 100 slides in total and 5 of them are optional, change the number required to 95 that way they will not be forced to review the optional slides to complete the course.
In addition to Nancy's suggestion you could also look at testing the course outside of your LMS and test it at SCORM Cloud which is an industry standard for testing LMS content. This article will walk you through how to upload and test there, and some other troubleshooting steps when you're having difficulty with an LMS published course.
