It may be a function of the location you published to; I published to CD and played it locally, and could see no problems. What exactly are the problems you are seeing?
If you are publishing for LMS, it needs to run from an LMS. If you want to run it from your computer, you need to publish it for CD. Other combinations, such as publishing for LMS or Web and running locally, will not run reliably, if at all.
Note that if you are trying to change the time by moving the seekbar, it will stop only at key frames. You cannot move it smoothly.
I am not moving the slider. animation and slider jerks automatically at the beginning. this happen in only IE11. so I did some troubleshooting and find out that in ie11(network tab). course loading so many assets or one asset multiple times. why storyline loads one asset multiple times? did I do something wrong in the course. please find attached snapshot.

I'm not sure what you are referring to as a slider. I know that when I published to CD and ran your story locally, everything ran smoothly.
These .swf files that are being loaded are the flash files representing your slides, actions, and assets. note that while the end part of the file name is similar, the beginning is different. These are all different files.
