Animations within a state

Hello everyone,
I am building a project whereby I would like specific objects (pictures) to have three states:
1. Normal: The object flickers on and off.
2. Mouse-over: the object glows.
3. Visited: the user has clicked on the object and the interaction has taken place (a pop-up with information has appeared). The object no longer glows or flashes, but remains "clickable", should the learner want to view the pop-up once again.
I have succeeded in creating states 2 and 3, but state 1 remains elusive. I have activated enter and exit animations on the object, but it refuses to continue flashing. What's more, when it is clicked on, it becomes hidden altogether.
All help is appreciated!

Not to long ago, I would've recommended doing this in flash, but as flash is falling out of favor, that might not be the best option. Adobe animate can create .svg files, which can play in html5, but I'm not sure if you can import those into storyline.
You might be able to create a looping animated gif., provided your image doesn't need to many colors.
The other option would be to just create a standard video, but make it long enough that it will continue flashing for awhile.

Thank you for your quick response.
It is a bit unfortunate that it is possible to have animation loops outside states but not within states.
I will see what I can do with a gif, but it's not the ideal solution by any standard.
I have done this successfully by duplicating the object multiple times (in my case, 3); then setting each one to (for example) 2 seconds, and staggering them in the timeline with a tiny bit of space in between. It looks like it is flashing.
