Is your course being hosted through Articulate Online, by any chance? If so, that may be the issue.
Storyline gives you the option to allow users of the Articulate Mobile Player app for iPad to download content for offline viewing. However, Articulate Online requires an Internet connection to view and track content. As a result, we've currently disabled the ability for courses hosted in Articulate Online to be viewed offline in the iPad app.
Just the opposite The offline feature is not available for content uploaded to Articulate Online.
You mentioned that you're hosting the course on SCORM Cloud, though. Have you tried using a different host for this? It would be best to test it in the environment for which you intend to distribute the course. Do you have access to a web server or LMS?
I enabled IIS on my personal laptop and configured it as a web server. Copy the published output in a folder under C:\Inetpub. Bring the laptop (IIS enabled web server) and iPad in the same network and you would be able to access the published content from iPad (syntax - http://laptopIP/foldername/story.html. Content will launch from Articulate App. Go to library and you can download the offline version. This is useful for people who don't have a webserver / http host.
When hosting from SCORM Cloud (which is where the client facing version will be hosted), the "Available Offline" option is not shown. I have selected "Allow downloading for offline viewing" while publishing from Storyline.
Aside: what I'm trying to find out is if TinCan tracking will work when doing the course in offline mode, then going online. I would expect that once going online, the TinCan statements are sent to the SCORM Cloud LRS.

I tried it on another HTTP host, and the Available Offline button does appear. I'm not sure why it would not appear in SCORM Cloud (LMS host). Thanks.

Not sure. SCORM Cloud is really intended for content testing, not truly hosting. Perhaps it's just a limitation of the service?

Hi Ian,
You can unselect it - but if you leave it by mistake, the user won't be able to use it offline regardless.
