Just in case no one else has reported this, the "learn more" link on the Add Trigger Condition dialog, is pointing to the wrong destination for help with this dialog.

Wonder how I "learn more" about using this dialog?
When I used the link here from Storyline 2- I was brought to the correct "adding triggers" link that Wendy shared above.
I'd suggest to try clearing your browser's cache or see if you can try it in a different browser (you'd need to change your browser default - as there is no "right click" option).
