Articulate Storyline DPI Support

A simple question (I hope) but I've forgotten the answer.
Per this KB article ( http://www.articulate.com/support/storyline-2/articulate-storyline-dpi-support-sl2 ), I've known for a long time that is true with viewing the content with the Flash Player.
But is the same true when viewing the content as HTML5 on a Windows PC?
I ask because I have a client who has couple of rare external learner organizations that do not support Flash in their user's PC browsers.

I think the DPI settings are only critical when building in Storyline. Not sure it matters as much in the published output.

I've seen it also affect learners, as the KB article says:
Strange. Shouldn't make a lick of difference in the Flash output. Could
affect HTML5 depending on how the layout is styled.
There is a hacky way to divine dpi using JavaScript. A little silly but
could be helpful if you run into problems with some machine configurations:
