Audio Controls on Layers

I am working on a large project with audio narration. I just published the content using the Seekbar on the player, but I kept the Seekbar as Read Only so the student can only pause/play the audio but can't fast forward to skip the audio track.

However, I noticed the Pause/Play button on the Seekbar only functions on the Base layer and not the subsequent layers on a slide, so there is NO way to pause the audio on the layers.

Is there a reason the Seekbar doesn't function on the layers? Is there anything I need to add to make the controls on the layers pause/play, or is the caused by the Read Only option on the Seekbar? I would really like to give the students the option to pause the audio, if needed.
