I have a .wav file (16 bit 44 KHz PCM) that narrates over a video .m4v that contains background music. When published, the video audio is much louder than the narration. This is not the case when I preview it on Storyline. It works as it should on preview. Individually the volumes are exactly as they should be. I tried editing the video to bring down the volume and that didn't work. I tried increasing the volume (through Audacity) to the narration and that didn't work. Each time it sounds the exact same way.
How do I get the audio file to be louder than the video?
It looks like you're using Storyline 360, and I haven't run into that issue with volume before myself so I'd love to take a look at your file. Can you share it here?

To fix this I had to bring down the volume to the video to almost all the way to the left.
Edit Video > Volume > -96%
Now when I publish it the volume to the movie is lower than the narration audio.
