With the Export Audio feature in Storyline, you have the option of saving the audio as MP3, WAV, or both. The best way to adjust the frequency would be to use another tool outside of Storyline, and hopefully your fellow community members can recommend what they've used for this!
I very much doubt that someone would request audio files 16-20hz, as the range of sound humans can hear only starts at around 20hz. Did you mean 20Khz?
