It is up to you how you manage your structure. Adding the audio in layer is when there is an interaction like click and reveal or play audio. Also to lessen the objects on the timeline.
One advantage of having audio files on the baselayer and several individual layers is that layer properties can be set to pause the baselayer (and with that the baselayer audio) and also stop layer audio when showing another layer, without additional triggers.
