Storyline is not on a cloud platform. It is an application stored on a local hard drive.
The .story files should always be on the local drive when opened. It is a best practice to keep at least one backup copy of a file somewhere else. For example, that could be cloud-based storage or on a flash drive.
Note: Last year, Articulate added an option to save a copy of the .story file in the Review system when you publish a course to Review 360.
