Best way to include external animation? Adobe animate cc (flash), Edge Animate (html5) or anything else?

Hello all!

I'm trying to develop some animations for e-learning course cover page. Do not need any interactivity in the seen. External tools such as flash and edge gives more control on animation, what is the best way to integrate such animations to story?

Exporting to movie from the animation software and placing the video on the cover page background worked for me, but faced issues in looping, file size and other minor details.
