First, let's compare the size of the original video to the size of your slide:
What are the dimensions of the original video before inserting it into Storyline?
What is your slide size?
If the original video dimensions are much larger than the slide size, it has to be scaled down to fit the slide. That means there will be a significant loss in quality, and you can expect to see some blurriness.
I have tried most common dimensions for videos 720x480, 1280x720, 1920x1080 and also 720x480 which seems to be nearest the "standard" you have in SL 360. The last one looks good when I preview the video but not after publishing. All looks good if you use a new browser window but it seems difficult to get triggers to continue from that window back to the course. I'm new in SL 360 so I can have missed something here.

How do you want the course to perform? Do you want it to launch in a new browser window? If so, what seems to be the difficulty with the remainder of the course?

You may have checked this, but when I leave the Compression drop down set to the default (Normal Compression), my videos become fuzzy when published (but look OK in preview mode). I select None for compression and, even though it creates a larger file, the fuzziness is gone.
I use chrome as a browser. I got this tip from Ginny Barton and it seems to work.
