I have some simulations where I want to pause the video when the slide starts. When the learner clicks the hotspot they go to the layer where the video begins.
When I use either the PAUSE TIMELINE, PAUSE VIDEO or STOP VIDEO when the timeline starts the video appears blurry.
The only way I've found to fix this is to take a screenshot image of the beginning of the video and use that on the base layer.

Try this and see if it works, zoom into the timeline and add a cue point at the closest point to the beginning of the timeline. Then add a trigger to pause when the timeline reaches cue point 1.
That will give the video a split second to load and may provide a better frame when paused
