Hello Angi - You mention the swf file will not even upload? Please be sure you are publishing the content as described in this documentation as we do not support publishing to a single video file as you can read about here.
Have you set the resume behavior within your course as this tutorial explains? If so, are you able to replicate the issue you are having within SCORM Cloud or is the issue limited to your LMS environment? If you are able to replicate, please be sure to share your .story file so that we could take a look.
