Broken Bookmarking & Course resets when resuming after completed

Hello all, I've been running into some rather frustrating problems regarding publishing my course and getting it up and running correctly working with our LMS. There are two separate problems, but help with either would be greatly appreciated. All testing was done on Scorm Cloud, just as a heads up.

 

Problem #1: Long story short, publishing in scorm 1.2 completely screws up the bookmarking for this course. For example, the course is 12 pages total and around 67mb as a Storyline file. The course is broken up as a welcome page, an handbook intro page, 6 sections, and and FAQ page with some additional stuff at the end.

What happens is the course can be completed, but after a specific point, for example if I complete each section of the handbook, when I exit the course and reenter, it resumes at a page I had previously completed as uncompleted. This happens every time, on any page, past section 6. You can see the image attached as to how the course is set up.

I've never seen this behavior before and after hours of digging we assumed it had something to do with the suspend data messing up. This lead us to publishing in Scorm 2004 4th Edition... which brings us to a completely different problem...

 

Problem #2: When we publish the course in Scorm 2004 4th edition, bookmarking works completely fine until the final page. The course is set to be completed after the learner has viewed each page, except the copyright. So that means they need to view a total of 11 out of the 12 pages. If I leave the course and come back in on pages 1 through 10 (welcome through signature page, via the image) the bookmarkings works without a hitch and everything is good.

AS SOON as the course is set to complete though... everything breaks. I would "complete" the course by going to the 11th page (next steps), exit, and then resume the course. Upon loading it up again, there would be no resume prompt and the entire courses variables would reset as if I have never taken it. When I would close the course and look at Scorm Cloud, it would have gone from Complete/Passed to Incomplete/Passed.

How... let alone why, would this course be resetting it's self after I've already completed it?

 

I've tried numerous things like publishing in 2004 3rd and 4th edition, with and without the LMS Flash cookie enabled, the fix outline in this support page, and multiple reworks of the actual slides.

Ideally we would love to be able to publish the course via Scorm 1.2, but at this point will we take whatever we can get to work. Does anyone have any input on what could be done? Thanks!
