The behavior you're describing is a known issue when you remove the volume button from the player. If you enable the volume button, you'll see the Prev/Next buttons during quiz review.
This issue is in the hands of our Quality Assurance team, and although I'm not able to provide a timeframe for updates, I'll be sure to pop in and add details to this forum thread as they become available.
