Within a textbox the bullets have appeared in two different sizes or not at all. If you back space a bullet and then try to insert it again - it's either a size smaller or no longer allows a bullet to appear. I've tried multiple times to create a simple 5 bullet point textbox and it doesn't work if you make any changes.
Are copying your text into storyline from somewhere else e.g. Microsoft word?
If so, sometimes that can cause problems. If you need to copy text, use something like notepad on your PC. Copy the text in there first and then copy that into Storyline. Also when things like this go wrong - best to delete the text box and then re-recreate it.

Normally happens if you type the text and then add the bullets.
To correct the last bullet being the wrong size highlight from left to right and reselect the font size
I'm using Storyline and your method might work if the bullets were there to begin with, but they disappear never to be seen again.
I was talking about Storyline. In your post you stated bullets appear at different sizes, I have given you the solution for this.
With reference to the missing bullets, I have never seen it, so cannot comment, sorry
