Did you add the button to the layer with the video or on the base layer? If on the base layer, you'll want to check that you haven't selected to hide other slide layers (or the base layer), or pause the timeline of the base layer.
Is your video the entire slide or just a portion of it? You'll want to check that the button is the top most item within your timeline so that it can appear on top. Also, what type of video have you inserted? If you'd like to share your .story file with us here I'm happy to take a look, or if you can't share it, can you offer a bit more information about how you've set it up and I could mock up a version based on your set up.
Some other good things to check to prevent odd Storyline behavior include:
Work on your local drive (your C: drive).Working on a network drive or a USB drive can cause erratic behavior, includingfile corruption, loss of audio, and other unexpected behavior.
You should also make sure the directory pathto your project files and your published output is less than 260 characters(for example C:\Articulate).
Avoid using special characters, accents orsymbols in your file names.
Thanks for the screen shot. Does the box you added not show at all, or just not at 84 seconds? I can see that you've enabled the video controls which then unsync's the video's timeline with the slides timeline - meaning that if the video takes longer to load than the rest of the slide they may be off sync.
Also, when you publish it have you been able to test within the intended environment, instead of testing locally? Also since it seems to be just this slide/video - are you able to recreate the behavior on another slide/video or even in a new project?
Are you using the same set up on this slide as all the others with the video and the buttons? I'm curious why only this one would be causing you a problem. Can you confirm that you're following along with these guidelines:

It's already the top most item in the timeline based on your image, and not a part of any group - which would have been other items I would check. The only other thought would be to separate the video into a new slide, as then you could enable the slide seekbar which would control the video, IF you have only one video on the slide and IF that one video spans the entire length of the slide.

The button is placed in the Slide Layer over the video, as there are several Videos also on their own Slide Layers.
If I placed the button in the Base Layer then it will display for every video.
No matter what I try, The button does not appear when I preview or Publish.

I seem to have everything set as you suggested, but the button will still not display at the correct time.
The button is set to appear on the timeline at 84 seconds as in the screenshot below.
I have 23 videos, each on their own layer which displays when the user clicks on the relevent button to view a video. This all works fine.
Only on this video I am required to provide a button at 84 seconds to allow viewer to click on it to download a ppt file.
The button is on the top layer. If I play it in the timeline it works, but if I preview or publish it does not display

the button never appeared at any time.
Based on your feedback, I disabled the Video Controls for that particular video. The button then appeared at the correct time!!!
So it seems that enabling the Video Controls is causing the issue.
I need the Video Controls to allow users to scrub back and forth so they can replay a section if required.
Do you have any suggestions?
