Button Sets on Markers

Can button sets apply to markers as well?

I have 2 markers on an image, highlighting different parts of the image. The second marker is initially hidden until the state of the first marker changes to selected. Is there any way to prevent the second marker from appearing right when the learner selects the first marker?

I tried using the down state but that acted in the same way as the selected state. I don't want to use the disabled state because I want the learner to be able to go back and review the info on the first marker.
