If you insert your video in the normal way (Insert tab, Content Library 360, Videos) and then set up a trigger to Play Media when Media Completes, your video will automatically replay when it comes to an end (and keep repeating).
If you then set up another trigger to Stop Media when the timeline reaches the end of the audio (check this on your timeline), the video will keep repeating until the time at which the audio completes.
