Can you follow the steps here to insert a hyperlink into your Storyline content? That tutorial is for Storyline 2, but you should be able to use the same steps for Storyline 3/360 - just as a note all the tutorials are here.
I've tried using the THIS tutorial and it doesn't seem to behave how it's described.
It says:
1. Select the text or object you want to make clickable, then do any of the following: Press Ctrl+K. 2. Go to the Insert tab on the ribbon and click Hyperlink.
When I click Ctrl:K, the Trigger Wizard is opened and there is no "Insert" tab or a place to select Hyperlink.
Selecting "Jump to URL/File" in the Trigger Wizard seems to fix the issue... but tutorials on that page about hyperlinks talk about Ctrl+K at least a couple of times and selecting "Insert tab" on the ribbon. Might be something that needs to be edited if this is incorrect across the board.

The CTRL+K is to open the trigger window, and then as you said you'll find it in the "Action" section of the trigger window.
