I have a slide that contains a Freeform question. However based on the complexity of the question required, I need to be able to show a layer when the slide starts first, to provide instruction, as, I already discovered, it is not possible to add a Freeform question on a layer, this would be a great ability!!
Anyway, I tried adding a hidden shape and use that to trigger "Show layer when timeline starts" but, no matter what I try, the base layer with the Drag Drop always shows. The layer does not appear.
Is this an expected behavior or is there something I can do?
It should work. In the attached example, I simply have the layer showing when the timeline for the slide begins. Let me know if this doesn't do the trick and we can continue to brainstorm!
You should be able to show the Instructions layer right at the beginning by simply creating a trigger to show the layer when the timeline starts on the Slide itself:
If you want the Base Layer Drag and Drop to be hidden while you are showing the Instructions, then check that box in the Instruction Layer's properties, and remember to add a button to hide the Instruction layer so the user can access the Drag and Drop:

can you create a new story file and import just the DnD slide in to reduce the size of the file from159MB then upload that so someone can try and help you.

To add on, I want the trigger to move to the next layer when the 'state is not normal'. But it does not seem to work. (though the trigger works with 'all drop correct'. But the student might not get all of them right so that doesn't work for this lesson).
I duplicated your slide and removed all the triggers that change state to drop correct or drop incorrect as these are built-in states and are driven by the combinations you have setup in the Form View.
I added conditions to your triggers to either show layer or show next slide (added one in for testing)
Hmm.. It is still not working as how i would like the students to have.
The layer was shown even if the students did not attempt the questions.
Basically, what I am thinking is the layer will show only after the students have attempted the question (i.e. the drag icons are all in the drop boxes, be it if it was dropped correctly or wrong).
I just responded over there - it is because the trigger is based on the timeline perhaps use a button or if you don't want to do that, you could add a lot of triggers to check the state of the dropped items and then show layer or go to next slide.
