The closed caption placement is set based on the entire slide, not just a singular video element. If you're looking for captions to appear on the video itself, you may want to look at adding the captions in a video editor outside of Storyline.
As for how the Arabic text is displaying incorrectly, it looks to be truncating characters and words. Is that correct? I'd like to have you work with our Support Team so that we can take a look at a few sample files with you! Let me know if you're able to connect with them so I can follow along!
