I don't believe you can change the built in scrolling panel's format/color - but you can change the scrolling bar color within the menu as you'll see in this job aid. You're welcome to submit a feature request regarding changing the scroll bar within the scrolling panel. Additionally, if you're looking to use the SDK, you may want to connect with users in the SDK Forum.
We were hoping that when the SDK came out this would be the one thing we could change as most other elements we build ourselves in any case. The scroll bar elements do seem to be in the 'flash' file used for all UX bits within Articulate...but does not seem to change this one element we want.
