How can I check the percentage a learner has completed in the SCORM content? This is a different ask from the 'Tracking' feature which allows the course to be considered complete after having viewed a certain percentage, completed a quiz etc.

That's a question of your learning management system (LMS) reporting capabilities. Storyline has several "reporting" options - as you note, these are largely the "tracking" features - but all of them feed their scores to the LMS. The LMS then must be able to report those in order for you to access the information you want.
Storyline reporting can be set to output "mark course as complete if learner has viewed [X number] of the slides" or "if learner clicks [some button]". But the ability to "see how much a learner has completed in a SCORM content" package is not one of the features of the toolset, that I know of.
