I'm unclear what you mean by "multiple navigation controls"? You can control how the user navigates either from the individual slide properties as Christine mentioned or you can also control it through the Storyline player menu detailed here.
It can get a little confusing, but you can access a slide's properties in three areas: 1. At the slide level (Slide View) 2. In Story View (as your screenshot above shows) 3. At the Player Level (under Features at the bottom)
If something odd is happening, you know navigational-wise, you'll want to make sure there's no conflict among these settings. --Daniel

Thank you for the other option. But I couldn't find the multiple navigation controls in my storyline.

I'm not quite clear on the "multiple navigation controls" you're trying to find.
Are you referring to the "Next", "Previous" and "Submit" buttons for your slides/questions?
If not, could you provide a little more information on what you'd like to do?

In the screen shot below, it shows as multiple slide navigation controls, which is not available in my storyline version.

Also in that screenshot multiple slides have been selected which you can see by the yellow highlight around the thumbnails of each slide.
