Clickable Map

Hi - I need to create a world map that learners can click and be lead to a page with info on the country they clicked.  I would like the name of the country to pop up when they scroll over it and then the page appear when they click. 

Is layers the best way to go?  If so, I need to create a layer for every country and then they click the layer to get to that country's page? 

Has anyone already created something like this?

This can easily be done in Storyline. See here a quick example with two variations: http://dev.keypointlearn.com/xcl71_SL/Map/V1/story.html

1. When you rollover Germany, you see the country borders and a flag. This was done with a hotspot and a layer.

2. When you rollover France, you see the country borders and a flag. This was done with a transparent object and a hover state.

3. When you CLICK France, you see a lightboxed slide with more info. Instead of a lightbox, you could also navigate to another slide that shows more info.
