Closed Captions in elearning (Storyline)

So some of the content on the page is also in the audio. And some phases are in the audio that are not on the page. 

Do I only need CC for the content not already available on the page?

Closed captions should show the full text of what is spoken. They should also include descriptions of any pertinent sound effects, if applicable.

Ideally, when there is narration, there should be limited text on the slide itself. Otherwise (as you've discovered), there will be conflicts between what the user hears and what they're reading. That increases cognitive load, which decreases learning.
