Combo boxes not opening to -Select-

I have a module with three Matching Drop-down 1 questions. In all three cases, the slide opens to show answer choices in the combo boxes instead of -Select-, as it should. If you click the drop-down arrow, you can see -Select- in the menu, but the slides won't initially open to that. I have tried:
1. Deleting all text from the form and re-entering it
2. Deleting the form entirely and re-building it from scratch
3. Deleting the slides and importing them from another version of the course that we know is working properly.
The functionality works in Preview but not when published out. We have previously published this module in Web and LMS: SCORM 1.2 and it works, but now I am trying to publish for a client who needs SCORM 2004. Could that be what is making it act differently?
The attached screenshot shows the initial state of the slide. Any advice is greatly appreciated!

Hey there, Joe. Thanks for reaching out about this behavior. We've identified an issue where the Matching Drop Down answer choices are always showing the first answer choice instead of --Select-- in the HTML5 versions of Google Chrome browser. We're investigating why this is happening, and we'll share more info when we can.
Are you noticing this happening outside of Chrome? Does the SCORM 1.2 format work with Chrome HTML5 output? We can do some further testing on our end if your circumstances don't quite match.
The SCORM 1.2 version does work in Chrome. The SCORM 2004 version is not working in Chrome or Firefox, but does work in IE if I select "Allow blocked content." So it is browser-specific - thanks for pointing that out; I might not have checked otherwise.
OK, here is a new wrinkle. The issue I described is only happening when I run the module locally. If I move it off to a server and play it from there, the select boxes act as they should. So while it is annoying that this happens when checking through the course, it is not doing it in its final environment. So for now let's say "Case closed."
Thanks for the update Joe and we certainly do advise testing in the intended environment vs viewing locally for that very reason. Here is some documentation on publishing and sharing.
