here are the technical specs for viewing SL2 content you can check with your client. That might help you work out if its a browser issue or firewall setting.
Are you sending him a link to the published content hosted somewhere or are you sending him the contents of your published zip file? The latter may not play locally either based on his Flash security restrictions or the way the course was shared so I'd confirm that you're uploading to the intended publish environment and then sharing that link.
Thanks everyone for the suggestions. The problem was because we don't use story.html or the launcher.html; the client didn't have Flash and we had made an error pointing them to the html version. Once we fixed that, everything was fine! it was a testing situation anyway so we successfully debugged it in the end.

Ask your client to right-click on screen to see if he's got the Flash menu so you know which version runs on his machine.
Emptying browser cache might help as well.
