What is the condition I use so that all elements are viewed on page before the user can click next? In other words, right now when they click next before all textboxes appear, they are brought to the next page, but what I want to happen is that each time they click next, each element appears before they can go to the next page.
If you are using default player next button then it is not possible to add that condition over the next interaction.
On interaction slide you can disable the default next button and create your own button to jump on the next slide.
There are state check and variable check possible using which we can validate and enable the next button.
Attached sample, the conditions are added in a layer, so there is no need to duplicate on each button. You can just show layer on each button with the other trigger action.
I've attached a sample. I think this is what you're looking to do. If not, let me know and we can brainstorm.
Basically, you can use triggers and states to leverage the built-in next button. However, trigger order is super important. You have you put your triggers in inverse order.

I misunderstood completely.
This is new behavior I learn in Storyline which I was not aware of.
So I have the answers to my questions above...Now the next question is how to I send some of the elements back to hidden after the previous one has changed to normal?
You will see from my attached page, I want the "instructors' speech bubble to transition in, and then out each time the user clicks the next button. I have them working no problem to transition in, but I want the previous ones to be hidden. Don't know if I am making any sense....lol Let me know if you need further clarification!!!!
I tried and have since removed the "go back to hidden state"...I figure it might have something to do with the order sequence.

I thought I'd share what I came up with too, just in case. I put all of the captions into one single caption and used them as states, instead of separate caption boxes.
Now, clicking the "Next" button should have pretty much the same functionality and the state changes also remove the previous state/text from the slide.
