I publish my course then upload to my LMS. When the user gets to the end of the file it does not show complete but always shows that it is in progress which does not allow for the user to get their certificate. My LMS support has looked at the file and state it is in articulate and not with their software. PLEASE, I need HELP.

try uploading your course to Scormcloud and see if it works. It may be an LMS setting or the tracking/reporting setting in Storyline.

Looks like Wendy has popped in to assist you here and I would advise testing via SCORM Cloud as well to see if you get the same result.
If you are able to replicate, we would want to take a look at the file.
