Can I create e-learnings (a PowerPoint presentation with animations, but converted into a video format, for example) and post them directly on a website? First I thought I would need an LMS to upload such a file, but I guess I can just upload them to a website directly?
Definitely! The LMS would provide a framework for keeping scores etc, but you can load a course onto any website if you just want people to be able to browse.
I would make it an 'open source' free content kind of university - key would be to be able to watch content from any device, mobile in particular + have some quizzes embedded into the video formats.
It looks like you're getting some great help here, but I wanted to offer a reminder since you mentioned accessing it from any device, mobile in particular. Articulate does not currently support Android.

You just need to ask yourself whether this kind of "eLearning", after a few minutes, will be interesting to anyone?
A linear course can work, but you need to be really sure it will hold the learners attention.
