Same with me. I am using Windows 7 through a corporate server. I also have Japanese language enabled on Windows. Maybe one of those conditions is causing the problem, but I've been waaaaaay to busy to investigate. Hope this helps...
In my experience, it works great for a certain time.
But sometimes it seems to go "crazy" (especially with large projects - dunno if this may be a cause) and stop working properly, making an undo not on the slide where I'm working, but in one another I have worked previously. And from that moment, doesn't matter in which slide I am working, but it still make the undo on the same wrong slide, redirecting me.
As Bruce mentioned this is something we are working on - it's a very important issue for all of us.
There has been some improvement, however, with Update 3. While it isn't quite where we want it yet, it may help installing this update, if you haven't already.

This is an oft-reported, known issue.
Articulate are/have been working on it furiously - expect it to be a lot better in future fixes/releases.

undo is very dodgy, ctrl-z often doesn't or partially works win 7, 64bit
also noticed that the save as image is not working as it used to on win 7
