custom drag and drop with size changes

I have a drag and drop where the initial state on stage is small but once dragged over any drop or hit spot the stage needs to be enlarged.  The initial state is set by slide triggers to small when timeline starts. The button initial state is set to normal which is the enlarged size i need when dropped. My problem is when I drop the drag option the state does not change to the normal or enlarged state. The hover, drag correct and drag incorrect are all the same size as the enlarged normal state. Those all work.

I don't understand how the hierarchy of the button states work. Please any help will be appreciated.
