Those aren't buttons. They are groups, and groups don't act like objects. In general groups don't play nicely with ___________. (Fill in the blank, there are no known wrong answers).
The solution is to draw a circle, then edit its states. Put a chevron on Normal state while editing, Then duplicate Normal and change its colors for Disabled and Hover. You can change the circle and/or the chevron independently, but if they are first put together while editing states, they will act as one object.
