Are you looking to force the user to type using uppercase only, or do you want what they type to be converted to all caps?
When working with a text-entry question, you can choose it to be case-sensitive, so if you set up the answer to be all uppercase, it will only match if the user types it correctly.
Converting what the user types will require Javascript. I found a discussion around this subject that might be helpful to you here.
The screenshot above came from a freeform Text Entry interaction. You can also find it when using a graded fill-in-the-blank question. In both cases, it will be in Form View.
