We have three employees that are leaving the company and I am the admin for the Team subscriptions. The "Deactivate" button for Articulate 360 is not in the same place as it is in Storyline 2. Can I just delete them from the Team subscription and reuse their licenses or do they need to do something before they leave to make them active for the new team members?

You've nailed it, Keisha.
You can remove a user from their seat on the team and reassign to someone else. Please be sure to assign the content to someone if needed.
