To some extent it depends what you want to do prior to revealing the Next button, but as a general rule, the best thing to do is to set the button's initial state to either Hidden or Disabled and then use a trigger to change its state to Normal when you are ready to reveal it. This could be, for example, after a set amount of time or once the user has visited a number of different layers.

The difference between initially using the Disabled and Hidden states is that, in the Disabled state, the user will be able to see the Next button (usually a lighter colour to show that it is disabled), but it simply won't do anything if clicked on. The Hidden state is self-explanatory.
