Hi Elizabeth, welcome to the community. See attached two options for disabling the Next button until all layers on a slide have been viewed. One option uses variables that are set when each of the layers is shown; the other option uses the Visited state of elements on the baselayer to determine when the Next button should be enabled. Hope that gives you some ideas.
