Determining the state of a checkbox

See the attached example.  Whether the check box is checked or un-checked, clicking the Continue button always shows the "Unchecked" layer.  It's supposed to display the "Checked" layer if the check box state is Selected or the "Unchecked" layer if the check box state is Normal.  But it is showing the "Unchecked" layer no matter what.  The only thing I can think of is that there is something wrong with my triggers, but nothing I've tried has helped.  If I remove the trigger that should fire when the state is Normal then clicking Continue does nothing when the check box is not checked (Selected).  If I remove the trigger that should fire when the state is Selected, I get the Unchecked layer when I click Continue no matter what the state of the check box is.
