I have published a course with multiple pdfs/xlsx to download (with triggers, not in resources). Unfortunately the download does not work for everybody. It says "Error. File not found" or "Access denied".
However, when I try to open and download them it works fine, both within a LMS and without.

It sounds like you have a trigger setup that will allow a learner to download a PDF or XLSX file.
