I have selected allow only one item in each drop target for the drag and drop scenario that I'm using to get students to rank in order what they would do in a certain situation. However, I can still drag two options into a target box.
just an aside to your question above - based on the answer on the Result slide ECDBA, I don't think the form view is set up correctly. It has E going to Rectangle 10 shouldn't it be Rectangle 6 and A going to Rectangle 6 which is 1 should it be going to Rectangle 10 or am I reading this incorrectly
This is my first attempt to use the drag and drop solution with Storyline 2 so I just used the scenario I had. I'm just confirming that what I want can be done with Storyline 2 so I didn't put the correct answers in.

You are reading it correctly.

Having the objects start on the drop targets will mean that the other object will not bounce out
Thank you Phil. I didn't think that would be an issue.
To build on Phil's answer, SL does not consider an object to be in a drop zone until the user actually moves it.
